Michael E. Kelly

Mr. Kelly is the President and Executive Director of the Arizona School Choice Trust. From January 1995 to January 2004, Kelly, was the Senior Policy Advisor to Phoenix Mayor Skip Rimsza in the economic development arena. Mr. Kelly staffed subcommittees, commissions and boards pertinent to economic development and public safety, in the City of Phoenix.  Kelly is also a behavioral health services expert with more than 20 years experience in training, education, public relations, community organization and development.

Mr. Kelly spent 14 years in administrative positions with the Arizona Department of Health Services (ADHS).  During his tenure at ADHS he revamped funding of the most comprehensive behavioral health service delivery system for children in Arizona; wrote and implemented Arizona’s initial comprehensive service delivery system for seriously mentally ill adults; and coordinated development, implementation and evaluation of the first state and federal contracts /grants for women, the elderly, physically and emotionally disabled, children and people of color. Kelly is also a proud board member of the Arizona Community Foundation and chairs the Program & Distribution Committee.




Marion Holmes

Marion Holmes serves as the Business Office and Scholarship Manager for the Arizona School Choice Trust, Inc. ("ASCT") and Arizona School Choice Administration, Inc. She is responsible for the day-to-day operation of the business office and scholarship application review and award process.

Marion brings over 25 years of experience in office administration, management and operations to ASCT. She has owned a copy and printing company for several years. Therefore, she is skilled in most software applications, graphic design techniques and printing.

Marion and her husband moved to Phoenix from Chicago, Illinois where she started her career, after college, in business management. She worked several years at a bank as closing manager and legal administrator. In 1990 she moved to San Diego, California and managed an International Law Firm for more than a decade, before returning to Phoenix.

A believer of the best education for children, Marion uses her skills and talent volunteering for several non-profit organizations which benefits children. For many years, she also has worked on conferences, expos and other events that have benefited children and the community.




William Bridgeman

Currently is the principal of W. Bridgeman, CPA, LLC since 1999

Practice include A-133 Audits, Taxes and Accounting Services. Bill worked for Dial Corporation for 20 years in various financial positions, including Division Controller and Director of Internal Auditing.
